NZTA's updated contractor expectations – what you need to know

The NZ Transport Agency Waka Kotahi (NZTA) has listened to feedback and made some important updates to its health, safety and wellbeing (HSW) contractor expectations. The new standard brings together two previous documents into one clear, consistent set of requirements. It’s shorter, easier to navigate and designed in partnership with industry representatives to be practical and commercially sound.

NZTA says this is about setting expectations that support safer, healthier workplaces – without prescribing how you do the work. Whether you're delivering physical works, professional services or short-form contracts, the new standard outlines what’s required and gives you the flexibility to meet those obligations in a way that works for you.

What’s changed

  • From 1 October 2025, TTM must align with NZGTTM for NZTA. The updated HSW standard reflects this, with clear requirements for TTM systems and processes.
  • Assurance activities around live traffic are now part of the HSW Assurance programme, with monitoring and audits at both site and corporate levels.
  • Updated reporting requirements, making it clearer and more concise on what NZTA needs.
  • An appendix that reflects the feedback that NZTA heard from supply partners and industry forums.

NZTA has updated its Contractor Reporting Portal (ArcGIS) to align with the new requirements, so everything’s ready to go.
